Ransa Greyfeather is the emissary and quartermaster for the Highmountain Tribe, found on the upper level of Thunder Totem in Highmountain. She can later be found at the Port of Zandalar in Dazar’alor as the emissary for the Honorbound.
Gaining reputation with Highmountain Tribe is relatively simple—-quest through Highmountain to reach Honored, then complete World Quests in Highmountain at level 110 for additional reputation.
Go to your order hall and use the map, click on Scounting map tab and there you can start highmountain storyline.
To get it, simply go to the Hall of Chieftans in Thunder Totem, Highmountain and pick up the quest that Mayla Highmountain gives to newly created Highmountain Tauren characters: For the Horde. The tabard is rewarded for completing the quest.
For the Highmountain Tribe, you gain reputation by completing world quests in the Highmountain zone. Once you have completed 4 of the world quests in Highmountain you can complete a quest with the Highmountain Tribe Emissary (Ransa Greyfeather) who also acts as a Quartermaster. This will award you with 1500 reputation.
To start a zone all you need to do is venture to your Class Order Hall and open up the scouting map in your missions table and select the zone. From here you will be given a starter quest to go to Dalaran and then it will lead you to the zone. This leveling path is by @TemerityMyst from <Temerity> on Windrunner-US.
By doing all the quests in Highmountain you get pretty close to revered. I think only the quests you do with the Tauren themselves will give rep. You can do the extra ones in Thunder Totem or the one with the Spirit near the kobold cave, but I think the Nesingwary quest line gives no rep.
The Highmountain emissary will come up once every 9 days for 1500. Obviously you will get that if you are doing the WQs daily. You also get a Kirin Tor emissary every 9 days which you can choose to give you another 1500 Highmountain rep if you are focusing on it.
Buchis goes to get the Highmountain Tauren Heritage Armor. As for all the allied races you get a quest for these at level 110 and just turn it in to your faction leader for the heritage appearance. In Shadowlands you will get these quests at level 50.

You obtain this mount when you finish the questing to unlock the associated race. The warpaints and saddle on this mount match the warpaints on the Highmountain characters and the style and coloration of their unlockable Heritage armor. This mount can be used on any character of that faction.
